Late last Friday, early Saturday morning, the California State Senate and Assembly adjourned the regular legislative session for the year.
The CBIA team will be providing a detailed report on the outcome of the session on our next Government Affairs call and during our Fall Board Meetings, but we did want to provide a brief summary on major issues of interest.
Senate Bill 32 (Pavley) was a major focus and priority for our industry throughout the year. This expansion of greenhouse gas reduction targets posed major consequences for new construction. CBIA led the coalition effort against this measure and were successful in limiting the support it received on the floor of the Assembly when it came up for vote. The bill is now a 2-year bill and one that we will continue our advocacy efforts over interim this fall and when the Legislature returns in January 2016. Senate Bill 350 (de Leon) was another climate change measure that we monitored closely to ensure no impacts for our industry and member companies. As approved by the Legislature, this measure proposes an increase of renewable energy requirements for utilities and existing building energy efficiency.
Another major issue that would be potentially addressed before the end of session included identifying new transportation funding. The legislature ended up not taking action on this matter, but may still do so as part of special session on that matter that Governor Jerry Brown had called earlier this year.
