AB 3001 (Bonta), one of two legislative measures promoting an all-electric energy future is dead for 2018. Strongly opposed by industry, AB 3001 would have required all new residential and nonresidential construction to be “electric-ready” starting in 2022. “Electric ready” means the electrical wiring and other infrastructure needs in the home or building would be installed during initial construction in a manner that would allow future owners to switch from natural gas use to electric use. This was being proposed to further reduce greenhouse gas emissions. Of even greater concern to industry was a proposed change to the Energy Commission’s definition of “cost effective” which would have required the CEC to include the “economic quantification of GHG-reduction benefits on a per-building basis”. The sponsors of AB 3001 have indicated a desire to revisit this proposal in 2019 or 2020.
