Chairman John Young

John R. Young, a founding partner in Rancho Cucamonga-based Young Homes, has been an active participant in this highly successful Southern California homebuilding company for nearly 20 years. He was CBIA's CFO/Secretary in 2008 and Vice Chairman in 2009, and previously served as chair of the Member Services and Public Affairs committees. He was the 2007 president of the Building Industry Association of Southern California.

Vice Chairman Dan Lloyd

Dan Lloyd is an independent developer and land-use entitlement specialist from San Luis Obispo. His career started in the early 1970s in Southern California where he was a Public Works project designer for the City of Santa Ana. Lloyd was instrumental in the early 1990s in the creation of the Home Builders Association of the Central Coast.

CFO/Secretary Mike Winn

Mike Winn is the president of Michael Winn Associates, a Sacramento-based land development and planning company. For 30 years, he has been an active California homebuilder, first with his family business, Winncrest Homes, and then later in his career with Lennar Communities and Reynen & Bardis Communities. He currently focuses his professional efforts on the entitlement and pre-development aspects of both master-planned and urban infill properties.

President/CEO Elizabeth Snow

Elizabeth Snow joined Sacramento-based CBIA in 2009 with 25 years of advocacy, political and strategy experience working on statewide health care policy issues. Most recently, Snow served as Chief Strategy Officer for the California Dental Association, where she was responsible for government affairs, policy development, political activities, strategic planning, and membership recruitment and retention.

Past Chairman Horace Hogan II

Horace Hogan II, president and chief operating officer for Brehm Communities in San Diego, has more than three decades of executive leadership experience in the homebuilding industry. Hogan was CBIA’s 2009 Chairman and is a member of the board of directors for NAHB, CBIA and the San Diego Capital Collaborative.
