Level III Fee Suspension Bill Become Law

The CBIA team is very pleased to announce that late last night, Governor Jerry Brown signed a budget trailer bill (SB 1016) which contains the identical language found in CBIA’s Level III School Fee Suspension bill – AB 1903 (Buchanan/Hagman).  While our sponsored bill was moving smoothly through the legislative process this month, the Governor’s office and the bill’s authors elected to fast-track its enactment by making it apart of the Governor’s broader education budget trailer bill.    
 
The result is outstanding:  CBIA’s top legislative priority for 2012 has been signed into law and builders are now safeguarded against being forced to provide 100% financing of new schools. The action by the Governor last night effectively protects against excessive fees until the Legislature has an opportunity to place a bond on the November 2014 ballot.  Without this action, school fees in most growth areas in the state would have essentially doubled.  The result would have dealt a crippling blow to affordability and likely would have killed hundreds of developments throughout the state.  
 
The homebuilding industry owes a huge debt of gratitude to Governor Jerry Brown and to CBIA’s champion on this bill --- Assemblymembers Joan Buchanan (D-Danville) and Curt Hagman (R-Chino Hills) as well as the members of State Allocation Board.
